Conference Themes The conference will be structured in five main topics
Pre-event: Interreg day Translating knowledge and innovation into practice Topic A Policy, decision makers and institutions The topic concentrates on the appropriate policies, regulations, institutions and actors to respond to the pressures and needs to adapt cities to climate change and socio-economic drivers. Efficient and effective regimes, legal, regulatory and institutional frameworks are required to support the transition process to flood resilient cities.. Topic B Impact Assessment - climate change and anthropogenic drivers The topic addresses: a) local scale climate change and the consequences for urban flood vulnerability; b) Dependency of key infrastructure and urban systems on flood probability and flood risk; c) Integrated Modeling of Climate, Runoff , inundation and Damage; d) coastal processes and flood impacts and damage; and d) probabilistic methods in the risk assessment process. Topic C Resilience Technology and non-structural measures – source, pathway and receptor control The topic focuses on options for : a) flood resilient built environment; b) flood resilient infrastructure; c) SUDS and conveyance systems for exceedence flows; d) management of pluvial, fluvial and coastal flooding; e) emergency responses during an post-flood. Here it is intended to address sustainable flood risk management including the fair allocation of resources; standards of protection and personal perceptions and responsibilities. Topic D Strategy, communication and capacity building The topic explores possibilities and ways to empower the public and others, gives the state-of-the-art in model-based decision support, covers capacity building of political, professional and public stakeholders and explores possibilities to integrate resilience in Flood Risk Management Plans (as defined by the EU Flood Directive) into urban design and management. It will address the aspect of holistic approaches making use of synergetic effects (multiple benefits) leading to the multifunctional use of flood resilience measures in urban environments. Ways of communication before floods occur, as warnings, and during events will be considered linked to the latest advances in forecasting and on-line warning systems. The need for effective champions and leadership is to be examined and ways to overcome the complex barriers preventing effective and sustainable flood risk management using learning alliances and other measures.
